Falling Numbers

The goal of the game is to get the numbers in the specific setup shown below: __ 01 02 0304 05 06 0708 09 10 1112 13 14 15But the trick is that there is only three different ways to manipulate the board, you can rotate the board ninety degrees left or right, and you can push a number down (down can change as board is flipped).
